Can a noahide pray at the Western Wall (the Kotel)?

If so which tehilim should he read?

Yes, a Noahide can pray at the Kotel. The Temple Mount is the holiest place on earth, so one who prays there should concentrate on the words of the prayer, and pray from the depth of the heart. Any Psalms (Tehillim) may be recited.

If you are praying for someone in need, whether for yourself or someone else, it is a good practice to include the person's name (as son/daughter of ...), and recite at least three Psalms if you have time. Psalm 20 is very important to include, and also Psalm 150.

Rabbi Nachman of Breslov, a great-grandson of the Baal Shem Tov and a holy tzaddik, specified ten Psalms that he said contain the general remedy for matters of the soul. These ten Psalms, about which he said that they were revealed to him from Heaven as being "Tikkun Ha'Klali" (The Complete Remedy) are chapters 16, 32, 41, 42, 59, 77, 90, 105, 137 and 150.

Psalms 122 and 125 are prayers for Jerusalem and the Holy Temple.
